The United States Peace Corps Togo is seeking an individual for the position of  Logistics Coordinator.

A-   POSITION OVERVIEW

Under the supervision of the General Services Manager (GSM), the Logistics Coordinator is responsible for providing support to ensure efficient, accurate and reliable operations services related to transportation, shipping, and inventory management.

The Logistics Coordinator supervises one Logistics Assistant and Peace Corps drivers, as well as several part-time staff. This position serves as a back-up to the IT Specialist. Incumbent is expected to perform duties with a minimum of supervision.

 

B-  MAJOR DUTIES AND RESPONSIBILITIES

  • The duties of the Logistics Coordinator include but are not limited to:
  • Travel services:      50% Manages full time and part time Peace Corps drivers and a fleet of vehicles, and ensures the efficient planning of transportation needs for Peace Corps/Togo. With approval of supervisor, arranges and manages outside services when transportation needs cannot be fully met by existing motor pool assets and resources. Establishes and manages vehicle management systems to include, inter alia, vehicle logs and check sheets, and vehicle tracking data and reports. Reviews drivers’ exception reports. Drafts and submits periodic reports to supervisor with recommendations for improvements to fleet management operations. Ensures vehicle maintenance and repairs are done properly and on-time. Maintains detailed records of scheduled and corrective maintenance for all vehicles. Ensures available stock of commonly used parts and spares. Liaises with approved outside service providers for maintenance/repair works that cannot be done in house. Coordinates regular (e.g., quarterly) office-wide planning meetings to organize up country travel in an efficient manner.
  • Coordinates transportation needs for routine and non-routine scheduled events for staff and Volunteers. Customs & shipping:   10% Liaises on a regular basis between Peace Corps and the US Embassy for all matters related to customs clearances of goods, visas, and official mail.
  • Coordinates with Volunteer Liaison to arrange pickup and transport within Togo of Volunteer personnel effects. Supervises the Logistics Assistant for all matters related to visas and identification cards for staff and Volunteers involving appropriate persons at government offices and the US Embassy.
  • Warehousing and inventory management  15% Manages inventory in the warehouse. Acts as Receiving Clerk for all non-expendable inventory to be entered into Peace Corps’ online data base. Conducts periodic physical inventory of all tracked items, and directs staff while engaged in this task. Advises GSM on disposals.
  • Ensures all records are accurate and up to date, and all required reporting is completed on time.
  • Expendable supplies 10% Supervises Logistics Assistant to efficiently manage procurement and inventory of expendable supplies. Ensures that adequate stock levels are maintained at all times with agreed-upon maximum levels and minimum re-order points. Other      15% Acts as the back-up to the IT Specialist. Performs other duties as assigned by the GSM.

C-   QUALIFICATIONS Education:

Completion of secondary school is required. Post-secondary education in logistics, business management, IT or a related field is desirable.

Abilities and Skills:

  • Proven experience as logistics coordinator.
  • Proficiency required in MS Office (Word, Excel, Outlook, etc.).
  • Experience utilizing IT to optimize procedures is desirable.
  • Excellent communication and interpersonal skills. Outstanding organizational and coordination abilities.
  • Ability to work with minimal supervision and track multiple processes.
  • Ability to understand and scrupulously apply organizational policies, rules and regulations. Experience in customer services desirable. Knowledgeable about principles and practices of organization, planning, records management and general administration.
  • Prior work experience: Two or more years of related experience working in a similar environment is required.
  • Three to five years in an international / multicultural setting is desirable. Supervisory experience required. Language Proficiency: Good working knowledge in both spoken and written English, and excellent spoken and written communication skills in French are required.
  • Physical condition: The duties and responsibilities of the Logistics Coordinator are primarily executed from the office in Lomé.
  • Travel to the field may be required approx. 5% of the time. Safety and Security: Must become knowledgeable and supportive of Peace Corps safety and security policies and procedures, to include the timely reporting of suspicious incidents, persons or articles likely to endanger a volunteer’s life or Peace Corps programs.
  • Availability for Temporary Duty The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other assignments within Peace Corps’ as assigned.
  • Any such reassignment or transfer shall be subject to agreement of the Contractor. The Statement of Work as defined will remain the same; however the duties may be subject to change as determined by the Contracting Officer. Occasional Money Holder The Contractor may be requested to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer.
  • The Contractor may also be required to courier cash to Peace Corps trainees or volunteers. The Contractor will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient.
  • In the case of dealing with vendors, the Contractor will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer. Safe driving To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle (GOV) to perform their job duties, the Contractor must operate that vehicle safely at all times and only operate it for official business purposes as defined in 31 USC 1334.
  • Contractor is encouraged to refrain from texting or from engaging in any behavior that distracts attention from driving safely at any time. Except in an emergency situation, Contractor shall not text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while on official government business; or (iii) while using electronic equipment supplied by the government while driving any vehicle (even during off-duty hours). Supervisory responsibilities Supervisory responsibilities will be limited to supervising other Private Service Contractors (PSCs), after successful completion of training requisite to supervisory duties.
